Could someone explain to me why we get the readings that we do with pot lights?

These are often a place where air leakage occurs. My bet is you are seeing air infiltration around the fixture. You can check this with a (cold) smoke pencil near the light to see if air is moving into the building. Even IC fixtures, supposedly air tight, leak.
In many cases, the insulation is moved away from the pot light due to minimum clearances, depends on light type.
